[WEB] [JS-Register-Education Details] Dropdown Behavior and "Save and Next" Button

**Steps:**
1. Open a web browser and navigate to the website: "https://dearjob.org".
2. On the website's homepage, locate and click on the "Register" link in the menu tab.
3. From the available registration options, choose "JobSeeker."
4. Fill in the required details in the "Basic Details" section and proceed to the "Education Details" section.
5. On the "Education Details" section of the registration form, find the fields for entering a Course and Institute.
6. Open the dropdown menu for either the "Course" or "Institute" field.
7. Close the dropdown menu by clicking on the "Close" option.

**Actual Result:**
After closing the dropdown menu for the "Course" or "Institute" field, the field becomes empty. The "Save and Next" button remains enabled, allowing the user to proceed. However, clicking "Save and Next" after closing the dropdown menu behaves improperly.

**Expected Result:**
Closing the dropdown menu for the "Course" or "Institute" field should disable the "Save and Next" button if the field becomes empty. This ensures that the user cannot proceed without selecting a course or institute, promoting data completeness and accuracy during registration. The "Save and Next" button should function correctly after this issue is resolved.
