[Web][Admin-Messages] Reply button should present immediately after viewing the message.

Steps:
1. Open the Admin.
2. Click on Masters and then messages.

Actual Result:
If there are hundreds of messages, its unable to recognise which message we have viewed and for which one we need to reply.

Enhancement:
It would be more beneficial if there is 'reply' button down to the 'view' page instead of having side by side, so that admin users can immediately reply after viewing the messages.
Clicking on the 'reply' button should navigate to the reply page(Add message).
