Create and save static map images (lowest Phase 3.1 priority)

Will help to streamline the process of the creation of the Annual Site Summary Reports; also, will be a better security practice

Historical Action Item info:
Rendering Google Maps in the app – only 100k are free (per month?); log the utilization count and determine what happens if we reach that limit; potentially only load data for 1 tab at a time to reduce the count
3/31 – may use Esri; if so, part of the roadmap
4/22 – may be able to use something better than Google Maps that will be open source; will not be any time soon
7/8 – went over the limit, so will need to work on creating and saving static images, and only use the tool when the maps need to be updated
7/29 – need to decide what the priority of this is; get reports of the monthly stats
7/30 - discussed with Michael; very little cost if it goes over; will work with Doug on a report
