send install message if currently installing & i logged out of the webUI

Currently, if I install an app & close the browser & login again, the blitz_api doesn't send a message.

Goal: Send the install message again while installing in the warmup.

Start in the blitz_api code that handles the warmup and install status, tracing how the install message is sent after a user logs back into the webUI. Reproduce the case by starting an install, closing the browser, and logging in again. Done means the install message is sent again while the app is still installing.
