Custom project submission questions

Essentially a much simpler custom judging questions, only allowing text, textarea, boolean, select, and multiselect fields.

Would replace the hardcoded "inspiration / what it does / how we built it" etc -- these would be yaml configuration fields and the teams' answers to the questions would be stored in a json type field in the db like the other custom parts of Dashboard. The description would be kept hardcoded, so that it can be referenced in other parts of the application and so it's always required.

Start by locating the hardcoded project submission questions and the existing custom Dashboard fields. Define the YAML configuration and JSON database representation for text, textarea, boolean, select, and multiselect questions while keeping the description hardcoded; done means teams can answer configured questions and those answers are stored with submissions.
