Description
Since the Server Edition CI/CD pipeline fetches the GPG private key from Secret Manager, we should [audit Secret Manager data access](https://cloud.google.com/secret-manager/docs/audit-logging). We should enable this via Terraform, but it's unclear to me how to do that.
