Disease name it's required whether I gave yes or no



### Description of issue
I given no to allergies or disease in the radio input but it's asked me to enter the values in diesease

### Expected result
it's not required when i click No to allergies

### Actual result
it's always required whether i click yes or no

### Steps to reproduce
1. I gave no to you had any allergies or disease radio input
2. Then I click submit
3. It asked disease name is required

Start in /pages/donor_registration.html and reproduce the form submission with No selected for allergies or disease. Inspect the radio-dependent disease-name validation; done means submitting with No does not require a disease name, while the field remains required when Yes is selected.
