Description

There is no such a thing in netstandard / netcore, but we still generate framework references.

I think the framework assemblies are pulled in unconditionally via fallback framework dependencies (just like the raw lib/ folder without tfm.

Expected behavior

no framework references on loading scripts for netstandard / netcore
