Add a functioning table to the "Poster" site

On the "Poster" site one can find guild positions that have reopened. The current table used to list these positions along with the comittee and contact person is edited through raw text and doesn't have a very appealing appearance. Lacks user-friendliness.

There should be a clear "new election" (or the like) button where one can choose the guild position (for which there is a pre-defined commitee) to reopen, along with the contact info for the person in charge. The table should have a clean appearance, much like any other table on the site (eg "Val").
