Toastmasters automatically go free to a sitting if the sitting requires toastmasters

Description
The toastmasters are working on a lot of the sittings and should only pay for the drink package. It would be nice if the people creating the event could click a button that says "yes this event has toastmasters" then the toastmasters will have a secured place on the sitting and when they sign up they choose drink package and then their "sitting price" is set to 0.
