Add special election button to the navbar

When an election is active, we might want a button to show up in the navbar which takes you to the election page directly. You can likely take some inspiration from how the guild meeting button is conditionally displayed. I think there might be a specific backend route for checking if there's an active election, which we already use for the election page.

You probably want to integrate this with #263.
