Description
If a v2 were created at some point, I'm wondering if it would be good to include the topic of / a commitment to net neutrality:
* https://en.wikipedia.org/wiki/Net_neutrality
* https://de.wikipedia.org/wiki/Netzneutralit%C3%A4t
I think the principle of net neutrality can also already be derived from PPA section 1: "Free Transit". So adding net neutrality to the document shouldn't conflict with or alter the current document's meaning. But should instead just clarify this topic.
And it's easy to find a lot of explanations, including documentaries on the topic of net neutrality and why it's important.

Start by reading PPA section 1, “Free Transit,” and the linked Wikipedia explanations of net neutrality. The issue is complete only once the project decides whether and how this topic belongs in a future v2 document; no target file or specific wording is identified.
