Description

The "run the net non-commercially" clause may cause misunderstandings.

I know that licenses (which are naturally not the same as a MoU) that have a Non-Commercial Clause have [problems of interpretation and use](http://ikhaya.ubuntuusers.de/2014/04/09/kwami-das-problem-der-creative-commons-noncommercial-lizenzen/).

**Examples:** Where does the commercial use begin? If a shop puts up a router and configures the/a splashpage pointing out that the shop provides the access? Or does it start only if that shop would take money for the WiFi? Or possibly this is to prevent someone selling pre-flashed routers for profit? etc.

**Suggestions:**
- Clarify _who_ may not act _how_ to earn money
