Description
Describe the change
podman is now present in the current version of all major Linux distros we support (Debian + Fedora + Ubuntu), and because it works rootless, it's easier to set up.
We should discourage the use of docker and instead promote podman. We can keep supporting docker since it's still ubiquitous but shouldn't instruct new people to install it.
