It should be possible to submit incomplete exams

It's an edge case, since I expect most people will want to answer every question, but it would be nice if you could submit at any point.

We'd definitely want to warn people and force them to confirm, though.

Even if it's not something we'd want regular users to do, it might be helpful while debugging.
