Create a student detail view

**Describe the issue**
We want to display a comprehensive overview of an individual student's progress through a course. Initially this was displayed in the dashboard page however the page was getting too cramped and the need arose for this new page.

The new page is designed to look like this for now:

However, certain features like the GitHub contribution chart that we have planned may not be implemented immediately.

This new page is a part of a larger redesign of how we display data for an instructor inside the dashboard page and therefore will likely be a part of a milestone, not its own PR that is merged independently.
