Automatic Emergency Stopping

Happened only after powering on after a match. Occurs after connecting to robot and attempting to enable teleop (did not test auton). Most likely due to brownout sticky faults, or possibly because of climbing. Can happen multiple times (ie power cycle robot and try to enable again, still e-stops), though restarting driver station software clears this.

Start by reproducing the power-on, robot connection, and teleop-enable sequence described in the issue, then compare it with the behavior after restarting driver station software. Determine whether brownout sticky faults or climbing correlate with the emergency stop, and document a reproducible cause and verification steps.
