Add match time/stage controls to the stats pane

Description
The stats pane is a gridpane that roughly replaces the controls area of the smartdashboard.
We should have a banner across the top that mimics the match timing banner on the FIRST videos.
Background color should indicate match stage, with a seconds counter.
