dont start billing untill the server is provisioned

### Information about bug

pretty much the title - we've noticed we start billing/make subscription docs even before the server was successfully provisioned

at the very least if the press job fails - we should revert the subscription (if created)

### Steps to Reproduce

create a server from dashboard (for example if on hetzner and we've reached limits on the vpc)
