[Enhancement]: Improved discovery for site creation flow within a server

### Problem Statement

The Server detail view is currently cluttered. To the end user, it's not very clear what needs to be done to end up with a site within the server. When someone moves to the Sites tab, it doesn't have a new site button.

The way to do it is by first creating a bench group, which is way later in the sequence of tabs too, and is not really apparent. Then, the step is to navigate to the created bench group and deploy it. Finally, add a site to the deployed bench.

### Proposed Solution

Proposal is to create a dedicated "Welcome" tab which lists the steps. Or something similar.
