Mark domain broken if the site is migrated across regions.

The domain record is shown active because it is actually active on route53 and our end. But the domain records set on the customers end are going to be broken and that will eventually put them away from accessing their site.

Mark the domain broken if they've done a region shift very recently and let them know that they have to also update the records on their registrar.
