Description
**Phase 4 — Production operations.**
Populate the existing Playwright scaffold (`playwright.config.js` exists; no specs yet).
### Scope
- [ ] e2e for critical IAM flows (invite, role change, suspend, operator impersonation).
- [ ] e2e for critical billing flows (view invoice, pay, top-up credits).
- [ ] Wire into CI.
### Acceptance
Critical IAM + billing flows have green e2e coverage in CI.
