downcasing page uris

I was surprised with http://unfiltered.databinder.net/Unfiltered.html was resolved but http://unfiltered.databinder.net/unfiltered.html wasn't. I think if you are hosting this behind apache or other http proxy you can probably handle this with a re-write rule but I wonder if it would make sense to downcase uris by default.

Start by reproducing the two page URI requests described in the issue and reviewing how Pamflet resolves page URIs. Compare that behavior with the Apache or HTTP proxy rewrite approach mentioned in the report. Done should include a decided default URI policy and verification that the relevant uppercase and lowercase requests behave as intended.
