At multiple occasions we've seen requests to make Foundry's binaries all adhere to the `foundry.toml` configuration (effectively being project aware) when ran inside of a `foundry` project.

Start by examining how Forge, Cast, Anvil, and Chisel currently load configuration when invoked inside a Foundry project. Trace the handling of foundry.toml and compare behavior across the four binaries. Done means each binary consistently adheres to the project configuration when run from within a Foundry project.
