Admin not given automatic access to private resource

### Describe the Bug

Connected the Pangolin Android client, but can't access any private resources. Domain name resolves correctly, but still shows private placeholder screen.

### Environment

- OS Type & Version: Android v16, OneUI v8.5
- Pangolin Version: v1.21.1
- Edition (Community or Enterprise): Enterprise Personal
- Gerbil Version: latest (v1.5.0)
- Traefik Version: v3.7
- Newt Version: 1.16.0
- Client Version: Android v0.5.0

### To Reproduce

- Set up private resource in Pangolin (attempted with CIDR and HTTP)
- Connect Android client
- Find connection status
- "No sites connected" message
- Navigate to HTTP address, shows private resource page
- Try to connect to address in CIDR, times out

### Expected Behavior

Should be able to access CIDR and HTTP resources
