Allow all models in AI provider configuration throws permissions error

### Describe the Bug

In v1.22.0-rc.0 > add a new Provider under AI Gateway > Providers
Under Models > set Allow List to Allow all models

Testing in Open Code -

Specifying a specific model works -

- Newt Version: Latest
- Client Version: N/A

### Expected Behavior

Should allow all models to work

Start in AI Gateway > Providers and reproduce the v1.22.0-rc.0 flow by setting Models > Allow List to Allow all models. Compare it with the working specific-model configuration and trace the permissions error. Done means the all-model setting works without a permissions error in the reported environment.
