Docs don't mention that only Newt sites are supported for VNC

The [code](https://github.com/fosrl/pangolin/blob/16c0f4eef40c33f888b2d28017bb12b693e4f813/src/components/BrowserGatewayTargetForm.tsx#L159) implies that only Newt sites are supported, but the docs don't specify that restriction. I also don't see my non-Newt sites showing up in the sites selector when creating a VNC resource.
