Research direction

Start by reproducing the first-person night vision goggles behavior in the released build and current alpha, comparing the screenshots and in-game rendering described here. Trace the goggles' first-person shader and rendering path; done means the vignette and sky render correctly in-game rather than appearing black or transparent.
