Create an exportable id for flora rows

@hamidbehbood make sure API and flora.csv export have a single clean id.

@Keegan-Vaz this id should then also be a URL search option for Atlas so that we can link to things that do not have DOIs - e.g. reproductions - from Zotero and Chromium

Start by tracing flora rows through the API and flora.csv export, then inspect the Atlas URL search entry point. Define how one clean ID is shared across both exports and used for Atlas links to records without DOIs; done means those records can be linked from Zotero and Chromium.
