Telemetry: please use vscode-extension-telemetry-librarary

Please use https://www.npmjs.com/package/vscode-extension-telemetry and do not introduce extension specific settings for telemetry. Using that library will just respect the vscode telemetry setting, so once users disable telemetry it will be disabled everywhere.

Start by locating the existing telemetry implementation and the extension's package manifest, then review the vscode-extension-telemetry package named in the issue. Done means telemetry uses that library, follows the VS Code telemetry setting, and introduces no extension-specific telemetry setting.
