Description

Adding labels in bulk will create a new, duplicate work item for each label added even if they are not approved git2gus labels.

## Steps to Reproduce

1. Create a new issue
2. Add several labels at once (including a label git2gus recognizes like `BUG P0`) using the multi-select behavior.
