Show not-ready-to-promote WIs in pipeline

Currently, to get the list of not-ready-to-promote WIs, we have to go to the WIs list and filter them there. If you forget to do that manually, you can easily lose some of the WIs in a not-ready-to-promote stage.
E.g. when you have an approval process in GitHub, it may take a while after the WI is created and got approved there, so I'd like to have the option to show not-ready-to-promote WIs in the pipeline so they are easily accessible and always at hand.
