Reconnecting an Environment when there is a pending Promotion (Sandbox refresh)

**Describe the bug**
We had a pipeline set up in DevOps with all the environments. We have then refreshed our full sandbox and renamed it to Validation but the pipeline URL was still set up to the previous sandbox URL. We had promoted changes to UAT and then we were trying to promote changes to the Validation sandbox but it failed because the Validation Sandbox wasn't connected to the Pipeline. Is there any way we can deactivate the existing pipeline that has pending deployments and create a new one.
**To Reproduce**
Steps to reproduce the behavior:
1. Deactivate existing pipeline
2. Connect the validation sandbox to the pipeline
**Expected behavior**
Connect Validation Sandbox to the Pipeline
