Changes to page layouts not promoting to sandboxes

**Describe the bug**
We have a recurring challenge deploying Page Layout changes, and wondering if there's a known bug or fix? We are adding existing fields to layouts, and the Work Items 'sees' the change. The WI commits to GitHub and the files also see the change. However, when we promote, the change does not deploy to the sandbox(es). Is there a dependency we need to be made aware of to ensure layout changes promote? To be clear: This is not an FLS issue, or a caching issue. The field exists, and when we open the layout, the layout has not been modified. There is no indication in the Setup Audit Log of a change to the layouts either.A clear and concise description of what the bug is.

**To Reproduce**
Steps to reproduce the behavior:
1. Make and commit source-tracked page layout changes. Verified that changes have been added to repo
2. After a successful commit, promote Work Item
3. Promotion succeeds, but layout changes are not promoting to the next instance
...

**Expected behavior**
Layout changes are deployed for QA to the next stage of the pipeline

**Additional context**
We have successfully commited/promoted/deployed many layout changes. However, this intermittently still occurs
