Unable to Move certain Work items to next stage.

Description
**Describe the bug**
We have 3 stages in our pipeline. For some reason, some workitems are able to be moved to 1st stage and then they get stuck in that stage. We are not able to select them to deploy to next stage.
**To Reproduce**
Steps to reproduce the behavior:
Unable to reproduce. Very random.
**Expected behavior**
We should be able to move all the Work Items to next stage.

We are not able to view change request as well on this kind of Work Items.
