Pipeline stuck on promotion of (small) work-item for more than 2 hours

**Describe the bug**
Pipeline stuck on promotion of (small) work-item for more than 2 hours. AND Github source tracking lost for several work-items.

**To Reproduce**
Steps to reproduce the behavior:
1. Nothing special, just promoted a small work-item, as we have pushed dozens and dozens already

**Expected behavior**
A normal promotion. Either succeeding or failing

**Additional context**
No issues otherwise, we can create new work items, create new branches and commit to these and raise a PR. It's just this one promotion which is stuck... (the changes ARE deployed correctly to the target Sandbox)
