Unable to deploy few configuration changes in devops

**Summary**

Hi Team,

We are facing the below challenges while deploying the changes from one developer org (Sandbox) to another developer org.
1.Rename Tab and Labels
2.Library
3.OWD settings
4.App Manager Changes
5.Entitlement Process

**Steps To Reproduce:**

1.Rename Tabs and Labels
Steps to Reproduce -
a.In Setup -> Search for Rename Tabs and Labels and Click on it
b.Click on Edit button for Accounts tab - Rename to Tenant and click on save.
c.Click on Edit button for Opportunities tab - Rename to Lease and Click on save.
d.Click on Edit button for Case - Click on next - Standard fields -> Type - Rename to type of breach and Web Email -
Rename to Your Email and click on save

2.Library
Steps to Reproduce -
a.Click on App Launcher - Search for files and click on it
b.Click on Libraries and create a new library - librar name - 'Test' and save

3.OWD settings
Steps to Reproduce -
a.Click Setup and search for sharing settings
b.Click on Edit -> In case - Change the Default Internal Access to private and save

4.Entitlement Process
Steps to Reproduce -
a.Click on setup and search for Entitlement Process.
b.Create a new entitlement process as 'Test' with milestone and click on save

5.App Manager Changes
Steps to Reproduce -
a.Click on setup and search for App Manager
b.Edit any of the app and go to user profiles - select only system administrator in selected values and click on save

**Expected result**

1.Rename Tabs and Labels
Expected Outcome -
a.Tab name should be changed for Accounts to Tenants and Opportunities to Lease
b.Fields name for case should be changed form Type to Type of breach and Web Email to Your Email

2.Library
Expected Outcome -
a.Library name 'Test' should be created in destination org

3.OWD settings
Expected Outcome -
a.Sharing settings for case should be changed on the Default Internal Access to private in destination org.

4.Entitlement Process
Expected Outcome -
a.New Entitlement Process 'Test' should be created in destination org

5.App Manager Changes
Expected Outcome -
a.User Profiles should override for the selected app and it contains only system administrator profile in destination org.

**Actual result**

1.Rename Tabs and Labels
Actual Result - Changes detected in Devops Pull Request but the below result only came.(Screenshot Attached)
a.Tab name changed for Accounts to Tenants. For Opportunities to Lease not changed in destination org.
b.Fields name for case should be changed form Type to Type of breach and Web Email to Your Email - No changes in
destination org

2.Library
Actual Result - No Changes detected
a.Is it possible to add library from devops center in destination org?

3.OWD settings
Actual Result - No Changes detected
a.Is it possible to add the sharing settings changes from devops center in destination org ?

4.Entitlement Process
Actual Result - Changes detected in Devops Pull Request but the below result only came. (Screenshot Attached)
a. Commit happens in the github but we have a blocker in create review section says that committed files contain deleted
items.

5.App Manager Changes
Actual Result -
a.User Profiles not override for the selected app. Still it contains all the profiles.
b.If any changes happen to the selected app in the app manager - devops pulls the file called 'App Switcher'.
c.If we deploy the App Switcher file, promoted stage gets failed (Screenshot Attached)
