Flow failed to deploy due to field integrity exception: unknown (The flow can't run because nothing is connected to the Start element.)

Flow which saves and works fine and did not run into issues on dev sandbox. However, when I try to deploy this through Devops to another org, I run into Field Integrity Exception. , but When I deploy through Change sets , the flow component deployed successfully.
