Create a Scratch org from DevOps Center

Not specifically related to a problem more of a convenience and also this will provide a safer UI to create a scratch org than using the CLI

**Describe the solution you'd like**
When adding an environment to DevOps as sandbox/scratch org - could an option be added to create a scratch org

**Additional context**
We want to implement the use of scratch orgs into our DevOps process for isolated feature development and having to create a scratch org using the CLI comes with it's own challenges and risks whereas an option to create a scratch org within DevOps Center would be a self contained place provided with a UI
