**Describe the bug**
Promotion failed while promoting as a bundle.
**To Reproduce**
Steps to reproduce the behavior:
1. Created a Validation Rule in Dev org (#WI-000001)
2. Updated a Profile in Dev Org (WI-000002)
3. Promoted them individually from Dev -> Integration -> UAT.
3. While tried to promote these two work items as a bundle from UAT-> Prod. got 'Promotion failed' error.
**Expected behavior**
Changes should have been promoted to Prod.
