Enforce backsyncing before new work item promotion

The new next gen DevOps does not enforce the user to backsync their sandboxes before creating a new work item and creating a review. This was perfectly enforced on the managed package version of DevOps but it seems on the new version this is completely missing. This is required.

Start by reproducing the flow for creating a new work item and review in the next-generation DevOps Center, then compare it with the managed package behavior described in the issue. Done means users are required to backsync their sandboxes before promotion can create a new work item and review.
