Description

Not sure if this is a bug or a bad configuration on my end. I am a sys admin in our org and I am just starting to implement DevOps center next gen. At this time I'm the only user with DevOps Center permission sets.
When I create a new work item in the hub org/production org, I cannot assign the work item to me and the assignee lookup is actually listing partner users (usertype = PowerPartner).
On the other hand, when I create the work item from the developer org, I only see my name and am able to assign the work item to me.
Appreciate your guidance if I'm missing something in my configuration. I would happy to share screenshots if needed.

Research direction

No repository file, test, or entry point is named. Start by reproducing the assignee lookup in the hub/production org and developer org, then compare the relevant DevOps Center permissions and user types. Done means the expected eligible users appear consistently, or the issue documents the required configuration if the behavior is intentional.
