Cannot see Dropdown for 'Never' or 'Create Review'

Description
As per docs, this should be what I can see in the Next Gen DevOps Center:

But in my org, there is no such dropdown. All permissions were assigned. I can create a review from DX Inspector but not from the DevOps Center UI
There's no little triangle to give me additional options.
Did I miss anything?
