Error with deploying using 'Default' test options

Description
When trying to deploy non apex metadata, I am getting the following error.
{"errorType":"UNKNOWN","errorMessage":"INVALID_OPERATION: testLevel of NoTestRun cannot be used in production organizations"}
It seems to be related to the api not allowing NoTestRun when deploying to production. Was able to select the default option and deploy without tests being run for non apex metadata with the managed package version of devops center, but it seems like next gen is providing the api explicitly with NoTestRun, which is causing the issue.
