Change Management - Data feature

Are we going to be able to use this as a way to data seed and environment or is there a plan to do it another way. If this is going to be the way it is not very convent if you need create a work item. We need the ability to create different reusable script for seeding data.

Actually what I really would want it the ability to have any stage in the pipeline be a full or partial sandbox so I can just create one with production data
