[Reference Font Panel] Enable customized order of imported reference font

It would be helpful to be able to arrange the order of already imported reference font.

Sometimes we upload a new font and would like to place it between already uploaded fonts, based on regions, styles or weights for easier access. Currently if we want like to do this we would need to re-upload all of the fonts.

Start by locating the Reference Font Panel and the code that manages imported reference fonts, then trace how upload order is stored and displayed. Done means users can rearrange existing fonts and place a newly uploaded font between them without re-uploading the collection.
