Document how to create campaigns or highlight panel on Home Page

Feature request (for HH too).

It would be good to have a panel/block that can easily be customised with text and picture that highlights a particular area on the site. It may be a campaign, a group or forum post/thread, whatever. The site managers can edit the content, add in hyperlinks to other pages and position it on either of the side bars or the central area.
