Support prefixing pseudo-element selectors in the CSS parser

Description

See for example the wildly prefix-happy pseudoelement [`::placeholder`](http://caniuse.com/#feat=css-placeholder) and friends.

This is manually prefixed with a loop in eg. `foam.browser.u2.BrowserView`.
