Manual Plugin Sync

### Feature Description

Make it possible via command to sync the plugin via the plattform. Would be nice if that's also possible as a non prem user.

### Why is this feature needed?

Currently you have no way to make PP regognize new versions when it interally have not the latest updates.

Start by locating the existing command handling and the code that checks for plugin updates or syncs with the platform. Confirm how premium access is currently enforced and identify the platform refresh path. Done means a command can trigger plugin synchronization for the intended users and makes newly available versions recognizable.
