[docs] Infra Ticket Queue link in the Wiki sidebar is outdated

While looking for the contributor docs, I noticed that there's a dead link in the sidebar

https://github.com/flutter/flutter/wiki specifically in the side bar at the bottom, "Infra Ticket Queue" is red and points to a dead link.

Open the Flutter wiki and inspect the bottom of the sidebar where "Infra Ticket Queue" appears. Find the current destination for that queue, update the dead link, and verify that the sidebar link resolves correctly.
